UK Councils Intend to Sell Off Community Hubs and Sports Centres to Balance Books

According to a latest study of municipal councils, UK councils are planning to sell community centers, athletic facilities, and shopping arcades as they rely on a rapid disposal of properties to balance the books.

Increasing Fiscal Challenges Drive Asset Sales

The Key Cities Group for second-tier cities in the UK stated that six out of ten of councils are planning to sell assets to meet the rising costs of social services for vulnerable individuals.

Councils have previously faced criticism for selling public land and land to shore up their finances, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

The group noted that a high proportion of authorities attempting to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the largest share (60%) of municipal officials said they would prioritise restructuring services and utilising financial reserves to manage growing fiscal pressures.”

Specific Examples of Proposed Sales

Medway Council in Kent announced its asset disposal plan featured the sale of a shopping centre in Rainham and a community venue in Rochester to generate £20m over five years.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the strategy.

Local Levy Increases and Broader Financial Pressures

The survey of councils in the key cities group, which includes several urban centers, also found that over seven in ten of authorities will have to raise local levies next spring to address the rising cost of essential services, increased rates of housing insecurity, and a longstanding housing shortage.

Medway council said it will press ahead with property disposals after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting creative strategies but some of these require time to achieve both improved services and financial savings,” said a council leader.

He continued: “There are population challenges which will continue to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Patterns and Projections

A survey of county councils this week further found local finances being strained by the increasing figures of young people and adults requiring Send support.

A network of councils projected that council deficits will reach £4.4bn a year by the end of the decade, as they grapple to manage increased demand.

Government officials have delayed scheduled changes to the special educational needs framework until next year after a white paper outlining those reforms has been postponed.

Disadvantage and Funding Gaps

According to the latest deprivation measures (IMD) covering English councils, many participating urban areas were included in the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the 2025 deprivation indices,” noted the study.

“While only a single urban area is in the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of the nation. The data underscores the extent of challenges confronting local leaders across key cities in the coming year,” the analysis concluded.

“Local government leaders have been explicit about the need for a equitable and lasting financial structure that accounts for and addresses the actual extent of deprivation and need,” stated Michael Mordey.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

One in five of councils have reduced or weakened care services in the last year, the survey found.
